Right from the beginning Our Association insisted for change of question paper type in the PSS Group B examination. The present Examination will not test the knowledge of a candidate, but test only the writing capacity in good hand writing with the aids of copying books. The books are not available in the open market for reference. Hence many bright officials failed in the examination.
Several court cases were filed against this examination because of the pattern of the examination. Now the Department interested to change the pattern of question paper into objective type pattern and extended this pattern to all other Departmental examination.
Only one negative point is out sourcing
We welcome the change of question paper pattern but objecting the out sourcing.
P.S.S. Group B examination pattern.
• Question papers will be objective types including paper IV except
précis writing.
• Answer should be marked in Ball point pen.
• All work for the preparation, printing of Hall tickets, Invigilation, preparation of question paper and correction will be done thro out sourcing
In future all the Departmental promotional examination Inspector Posts, LGO etc and Direct recruitment examination for PA/SA will be conducted in the said manner
Yes, Department called for sealed bids from the eligible bidders who conducted several examinations. The Tender will be opened on 28.04.2010 at 16.00 hrs. The earnest money is 22 Lakhs. The contract is valid for 2 years.
The bidder shall
• Design application with barcode ICR/OMR, process the application, printing and distribution of hall tickets, preparation of question papers, correction of answer sheet, prepare the All India merit list
• Make arrangement of distribution of question paper throughout the centers, hiring halls, making arrangement for invigilation.
Preparation of question paper etc outsourcing is good? Please comment.

departmental examination should be conducted by the department itself and through outsourcing. The integrity of the outsourcing agencies may not be reliable in long run.Tendency of leaking the question paper is not totally ASSURED.If the department itself is conductionthe examination it will be allright,else the RECRUITING AGENCIES SUCH AS SSB or UPSC AMY BE ALLOWED.
ReplyDeleteWe should depend on SSC, UPSC etc., otherwise our department should form a postal selection board. Outsourcing will lead to disaster.

Outsourcing may be allowed till the step of setting up of questions papers. But correction of answer sheets and drawal of mark-list and announcement of result should be by the Dept. Otherwise, the test may be held as an on-line one and the result may be published instantly.
ReplyDeleteExam in objective type is good for the higher grade selections. But for the next year onwards officials may prepare the exam based on the previous years question bank. Hence the standard may come down. Question papers based on the objective type in standard and with out any repeatations on the past year question Papers.

As far as my personal opinion is concerned, the changes which the Dept has attempted to introduce in the pattern of PS Gr.B Exam is most welcome. I fully subscribe to the view that most of the qualified officials succeeded for having bookish knowledge and good hand-writing. I am one of the votaries of objective type questions since the evaluation process was not at all uniform with subjective answers and it depended solely on the mood of the evaluators.
ReplyDeleteI have found that in one Circle qualified officials secured 100 out of 100 marks in Paper-II with subjective answers. How then we can repose faith only in our Departmental Officers and not outside agency who will always try to live upto their reputation in their own interest.
Let us see the impact of change and then demand further changes if required through experience.

Frankly I do not understand one thing. Why is it that RMS General line officials are not being allowed to appear for the Group B examinations? The cadre has been merged upto the level of IPO/IRM. Would it not be better to merge the cadre of HSG I/HSG II/LSG or at least give an option to the existing Fast Track promotees so that they are enabled to write the examination ? Why should they be allowed to suffer ? I have seen the comments of some IPO/IRM promotees that it would have been better to write the Fast track exam instead of the Inspectors exam. Nobody prevented them from doing so. In fact the Fast Track exam is no less difficult. Though it is with the aid of books, yet it does test the skill and capacity of the examinee. I don't see why the IPO/IRM promotees should bear any grudge against the FTP officials. Denial of a chance to the FTP officials to appear for the Group B exam is against all canons of natural justice and fairplay. I request the office bearers of all recognised service associations to spare a thought and initiate some steps in this regard
ReplyDeleteThe flattering IPOs/Aspos are awarded by corrupt officers of the department in few of the last exams. I agree with the views of CS AIAIPASP Orrissa Circle that 100 out 100 marks were obtained by some candidates of a circle. It is a matter of CBI probe.If the paper setter himself is asked to answer tha questions of paper 2nd of 2008 exam,he himself can't gain 100 out 100. Same to those bloody Hell.
