APPEAL FOR ENROLLMENT AS MEMBER
Dear Sir,
I am coming up with an appeal for enrolling you as an Esteemed Member of our Association. This Association is functioning for more than 74 years in the Department to cater to the needs of the Inspector and Asst Supdt working in RMS. After the cadre merger, this Association represents the Inspectors and Assistant Superintendents working in Postal and RMS. We celebrated Platinum Jubilee year on 30.01.2010 at Chennai. The Department of post released a special cover on this occasion. This is the first of its kind in the history of trade unions not only in the Department of posts but also in the world.
The Association has been championing for the cause of our Members at all levels and succeeded in settling many demands. This is the only Association invited by the VI Pay Commission in respect of IP/ASP cadre.
Why Second Association is necessary in our Cadre?
In our cadre, monopoly of one Service Association may affect the smooth bargaining powers of the members due to the difference of opinions among leadership. The leaders may perhaps be self motivated and do not attend to the settlement of grievances of individual members who are affected individually. Only the CIUCUS surrendering the leadership may perhaps be benefited immediately.
If there is only one Association exists, there are chances of exploitation of members. Members “choice is restricted. Absence of competition may leads to inefficiency. This resulted in reduced satisfaction among the cadre men because there will be only one service provider and our cadre men have no choice to choose another Association.
Pay benefit issues
Due to late submission of memorandum to the VI Pay Commission, our sister Association was not invited by the VI Pay Commission for tendering oral Evidence. But for this small Association, Pay Commission would not have known the demands of ASP / IP cadre. The arguments for higher pay scale to IPOs & ASPOs put forth by our Association during ‘Oral Hearing’ was well received by the Pay Commission and the Chairman accepted and appreciated our demand that ‘ the pay of Supervisor should always be fixed more than the Supervised Cadre” i.e., above HSG I Scale. Though the pay Commission recommended higher pay scale, the ASPs got higher pay. To fill up any gap, second Association is must.
Regarding getting more pay benefit to our Cadre men, after consulting with my friends in Finance Department, we initiated a proposal in the month of October 2009 itself for the merger of IPOs with ASPs or ASPs with PSS Group B, to get the Grade pay of Rs 5400 and Rs 6600 Grade Pay at least in the ACPs. The Department also considered our proposal for the merger with effect from 1.1.2006. I have not achieved this at present because of the different version taken by our sister union. However, we taken a stand in the Platinum Jubilee conference for cadre merger and this will be achieved with in couple of months.
Promotional issues
Recently, the Department created Postmaster Group B services by diverting 161 PSS Group B Posts. All these posts were allotted to General line besides sharing 6% in Group B Post. At present we are having about 800 PSS Group B Posts and we are waiting for the promotion to PSS Group-B for 26 years. This span will be increased to 30 years from 2011 onwards and many members will be retired as ASPs. We are waiting for cadre prospects (Creation of 245 Posts) for more than 25 years. But without any struggle General line officials got 25% Group B posts and they will get five promotional increments from LSG, HSG/2, HSG/1, Postmaster and Class I. Due to this five promotional chances they will get more retirement benefits than us, There is no objection from our sister union for diverting our posts to General line and no articles are found in their website. Our Association submitted a protest letters.
Already we lost the promotional post of ASP HSG/1 because of the different version taken by our sister union.
AAO Promotion
Further, the General line officials were permitted to avail promotion for the post of AAOs Post in the Telecom Department. But the IPOs/ ASPOs are not permitted to avail this promotion which carries Rs 4800 Grade Pay and better promotional avenues. This was also not objected by our sister Association.
The above example clearly shows that the second Association in our cadre will definitely cater to the aspirations and expectations of the Common Inspector and Asst Superintendents. A second Association has taken up all the Common issues pertaining to this Cadre and most of them are settled. The Association needs your valuable support by enrollment as Members of this Association’ (AIRASIA).
I promise that the grievances of each and every individual members in nook and corner of the county will be settled and their interest will be protected.
Besides settling the above issues, I promise the following
(1) Upgradation of 1200 IPO posts to ASP Cadre if the cadres are not merged and up gradation of 300 ASP posts to PSS Group B Cadre and creation of Class I cadre.
(2) Separate ACP for our IPOs cadre.
(3) Timely convening of DPCs for Group ‘A’ and Group ‘B’.
(4) Training in Technology and Marketing.
(5) Separate Accommodation at important towns for the stay of our members.
(6) Initiation for having our own Engineering College , Nursing School, Marine College and Teacher Training Institute, for the benefits of our members.
(7) SMS news to all the cadremen.
My Appeal,
Dear Friends, I only promise what I can achieve. I don’t want to build castles in the Air. Give us an opportunity to work for our cadre. I request you to enroll as Member in our Association and strengthen us to fulfill your aspiration.

Its nice that atleast now u have taken this initiative to invite members, wherein its laready very late. In our sister assn., they have already started collecting membership forms etc and all new comers have already been approached by them. To gain more members we should take part in the personal social events of the members from our sister assn., so that they will start thinking. I totally agree with u that there should be a 2nd assn. because when there is monopoly, its very unhealthy. the mobile rates were upto Rs.20/- per call and rs.6/- for every incoming call initially. thanks to the competition, now we are almost speaking for nil amount. any way all the best.
ReplyDeleteI think when the postal & rms have already been merged and we are called IP/ASP, instead of IRM/ASRM and IPO/ASPO, then the name of our assn. ie. AIRASIA is not relevant. According to me this needs to be changed first. Only then the people from POstal side would join our association?

ReplyDeleteu r version is almost correct. noe we are taking cases pertaining to IPs/ASPs working in postal Dn also.
please suggest a good nomencluture for our Association.
When we had gone to Vijayawada to join with Postal Association of IP/ASPs before getting recognition for our Association, we had bitter experience. They will be sailing on their own voyage and will not allow us to stand abreast. Therefore think twice before act.
ReplyDeleteNo one is asking you to go and merge with Postal association. Why cant you pull people [who are willing]from postal side also to this association. for that we need to work more. By our personal contacts we can attract more people. unity is strength. moreover it is learnt that the IRM/ASRM association has lost its recogonition. is it true? It is said that since we don't have enough memebers, our assn is cancelled? is this true. Mr.Mohanrangom, kindly clarify the correct position. Atleast now act smartly to pull people and make our assn. strong. For this as one "anonymous' has said u should change the name of the assn. as open to both rms and postal wing. only then we can succeed.
