Creation of Postmaster Service

You may aware that recently, the Department introduces Postmaster Group B service, by diverting 161 PSS Group B Post.

The proposal of the Department is as follows

"Of the 116 posts of Sr.Postmaster Gazatted with grade Pay of Rs 4800, 75 % posts shall be filled up through limited Departmental competitive examination to be thrown to IPOs, LSG, HSG/II and HSG/1 official working in the post offices with 5 years of regular service in either or all the cadres together and remaining 25% posts shall be filled up by promotionof postmaster Grade III ie HSG/1 with 5 years of regular service"

Other changes

1. Postmaster Grade I (LSG) shall be filled up 100 % among PAs with 5 years of service

2. Postmaster Grade II (HSG/II) shall be filled up 100% from PM Grade I (LSG) with 3 years of service.

3. Postmaster Grade III (HSG/I) shall be filled up 100% from PM Grade II (HSG/II) with 3 years of service.

4. Postmaster (Gazatted) shall be filled up75 % from IPO, LSG, HSG/2, and HSG/1 WORKING IN POST OFFICES with 5 years of service.

  1. As per para 4 above, the promotional prospects of IP/ASP will be further diminished. The really lucky ones are those who got through the LSG fast track exam in the first batch.

  2. The days are not far off that we (IP/ASP) are going to work under Fast Track LSG official. Now any IP/ASP will feel, that why we compete in the IP exam instead of Fast Track Exam. Fast, fast, fast, fast track (4 promotions within a span of 5 year, no other cadre in this dept would got this including IPS Cadre Is there any provision for reversion ?

  3. if we (IP/ASP) get selected in this exam for Sr PM, then what would be the chance for going to SP cadre? Is there any clarification? ALso what about the ASP holding the PM seat at various IP line HO till now? Prakash,

  4. The Indian Postal Service officers have already decided not to give promotion beyond the level of Sr.Postmaster to the IPs/ASPs. The so called decision making IPoS officers are really spoiling the department with corrupt motive and to get more promotions to themselves. The new services introduced of late are the few exambles for their knowledge. These officers could give statements only about the revenue of the new services by conveniently hiding the expenditure (eg. Logistic Service) for the sake of one PMG's post. There are so may Balis (CPMG Maharastra) in this department. Therefore, anything more than this could be expected from these IPos officers.

  5. In the heading the total no.of posts is noted as 161 whereas in the proposal of Directorate it is noted 116. It is also noticed that only the IPs who have worked in Postoffices for 5 years are eligible to take up the exam. When the cadre itself is merged, then how it can be said as above?. Further,our association should strongly raise objection of the decision since the general line staffs are already having more promotional prospects as well as financial upgradation but our cadre is deprived of the same. If Directorat permits we may also be designated as HSGI or HSGII and work as general line officials without much responsibility and accountability but with much financial benefits and without being a 24hours govt.servant.

  6. I am a Fast Track Promotee (First Batch) from the RMS side. In the proposals the RMS Branch has been conveniently sidelined. It is true that four General Line posts in Group B cadre are reserved for us, but it is only on paper. Actually IPO/ASP promotees are working these posts. Even in the recently given notification for Group B exam, RMS side candidates are not eligible. Why this injustice? We would like to surrender these four posts and come in open competition. Anyway these posts are not being filled up from the RMS General line. Then what is the use ?
