Income Tax Exemption
As per para 5.2(10) of CIRCULAR NO. 1/2010 [F. NO. 275/192/2009 IT(B)], DATED 11-1-2010 of the Income Tax Department the transport allowance to the extent of Rs. 800/- only will be exempt for Income Tax. Extract of relevant paragraph is given below:
The CBDT has prescribed guidelines for the purpose of sub-clauses (i) and (ii) of section 10(14) vide Notification No. SO 617(E), dated 7th July, 1995 (F. No. 142/9/95-TPL) which has been amended vide Notification SO No. 403(E), dated 24-4-2000 (F. No. 142/34/99-TPL). The transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800 per month vide Notification S.O. No. 395(E), dated 13-5-1998.

CAT Orders for promotion
If an employee, fulfiling the eligibility criteria for promotion to a particular post, works for a reasonable period on that post against a vacancy,, the government cannot deny him/her the actual promotion and accompanying financial benefits, the Central Administrative Tribunal (CAT) has held.
A Central Administrative Tribunal (CAT) bench headed by Chairman Justice V.K. Bali held that in such a situation, it would be arbitrary to deny salary and other benefits of the promoted post to the employee
The bench ordered the Delhi Government to re-fix the salary and retirement benefits of six retired school teachers, who had been given notional promotion to the post of principal, albeit without any accruing financial benefits.
Rejecting the Delhi Government’s arguments that all promotions had to be prospective and retired employees had no right to actual promotion, the CAT allowed the petition filed by Gaurishankar Sharma, Budh Prakash Tyagi, Raj Kumar Uppal, Prabhu Dayal, Jagdish Prasad Sharma and Chintamani Mathur.
It directed the Delhi Government to fix the correct salary of the petitioners, from the dates each of them had been promoted notionally to principal and to fix par arrears of salary for the period they were in service.
The CAT also ordered payment of revised retirement benefits, with six per cent interest on arrears within four months. The petitioners had served as heads of schools over several years.
But the Departmental Promotion Committee (DPC), held after their retirement, recommended only notional promotion for them and accordingly, the government did not give them any financial benefit of promotion.
Aggrieved by the decision, they moved the CAT, seeking benefit of the pay scale of principal, from the date they were assumed charge of the post, plus the arrears of pay and allowances after proper pay fixation, with retrospective effect. They also demanded revision of their retirement benefits.
The government contended the DPC could not be convened due to procedural reasons while they were in service and making them principals was only a stopgap arrangement. It said petitioners were not eligible for revision of retirement benefits and back wages because their promotion was only notional.
But citing the Supreme Court’s rulings on the issue, the CAT rejected these arguments.
“By virtue of the fact that the Applicants have actually worked on the post of principal, they would …be eligible for payment of back wages also, besides salary for the post of principal, from the date they have been notionally promoted to that post,” it said.

Government introduce a new Medical Scheme for Central Government Employees and Pensioners
Government introduce a new Medical Scheme for Central Government Employees and Pensioners as in the name of Central Government Employees and Pensioners Health Insurance Scheme (CGEPHIS). In all over India, pensioners are getting meager amount of Rs.100 as Medical Allowance (except CGHS beneficiaries). It is estimated that approximately 17 lakh serving employees and 7 lakh pensioners shall be offered this Scheme and Government plan to enroll all serving employees and pensioners on compulsory / optional basis.
Some key points regarding the scheme:-
CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS HEALTH INSURANCE SCHEME (CGEPHIS)
BENEFICIARIES:
CGEPHIS shall be compulsory to new Central Government Employees who would be joining service after the introduction of the Health Insurance Scheme.
CGEPHIS shall be compulsory to new Central Government retirees who would be retiring from the service after the introduction of the Insurance Scheme.
CGEPHIS would be available on voluntary basis for the following:
Existing Central Government Employees and Pensioners who are already CGHS beneficiaries. In this case they have to opt out of CGHS scheme. They will also have the option of choosing both CGHS and Insurance policy. In such case the total insurance premium has to be borne by the member.
Existing Central Government Employees and Pensioners who are not CGHS beneficiaries but are covered under CS (MA)
INSURANCE COVERAGE:
In-patient benefits – The Insurance Scheme shall pay all expenses incurred in course of medical treatment availed of by the beneficiaries in an Empanelled Hospitals/ Nursing Homes (24 hours admission clause) within the country, arising out of either illness/disease/injury and or sickness.
NOTE: In case of organ transplant, the expenses incurred for the Donor are also payable under the scheme.
Pre & Post hospitalization benefit: Benefit up to 30 days Pre Hospitalization & up to 60 days Post Hospitalization respectively which would cover all expenses related to treatment of the sickness for which hospitalization was done.
FAMILY SIZE:
Serving/Retired Employees: Self, Spouse, Two dependent children and up to Two Dependent Parents. New born shall be considered insured from day one till the expiry of the current policy irrespective of the number of members covered subject to eligibility under maternity benefit.
Any additional dependent member in addition to above [Sr. No. 5 (1)] can be covered under the Scheme by paying the fixed amount of premium. This additional full premium shall be borne by the beneficiary.
IDENTIFICATION OF FAMILY:
Beneficiaries shall be identified by a “Photo Smart Card” issued by the insurer to all beneficiaries which would have all personal details, medical history, policy limits etc. of the CGEPHIS members. This card would be used across the country to access Health Insurance Benefits. The photograph embedded in the chip of the Smart Card will be taken as the proof for determining the eligibility of the beneficiaries.
SUM INSURED AND BUFFER / CORPORATE SUM INSURED
SUM INSURED:
The Scheme shall provide coverage for meeting all expenses relating to hospitalization of beneficiary members up to Rs. 5, 00,000/- per family per year in any of the Empanelled Hospital/Nursing Home/Day Care Unit subject to stated limits on cashless basis through smart cards. The benefit shall be available to each and every member of the family on floater basis i.e. the total reimbursement of Rs. 5.00 lakh can be availed by one individual or collectively by all members of the family.
Entitlements for various types of wards: CGHS beneficiaries are entitled to facilities of private, semi-private or general ward depending on their pay drawn in pay band / pension. These entitlements are amended from time to time and the latest order in this regards needs to be followed. The entitlement is as follows:-
Pay drawn in pay band/Basic Pension - Entitlement
Rs. 13,950/-(up to)……………………………… General Ward
Rs. 13,960/- to 19,530/- …………………… Semi-Private Ward
Rs. 19,540/- and above ……………………… Private Ward
CASHLESS ACCESS SERVICE:
The Insurer has to ensure that all CGEPHIS members are provided with adequate facilities so that they do not have to pay any deposits at the commencement of the treatment or at the end of treatment to the extent as the Services are covered under the Scheme. The service provided by the Insurer along with subject to responsibilities of the Insurer as detailed in this clause is collectively referred to as the “Cashless Access Service.”
The services have to be provided by the Empanelled Hospitals/Nursing Homes/Day Care Clinics to the beneficiary based on Photo Smart Card authentication only without any delay. The beneficiaries shall be provided treatment free of cost for all such ailments covered under the Scheme within the limits/sub-limits of defined package rates and sum insured, i.e., not specifically excluded under the scheme.
ENROLMENT PROCESS
The process of enrolment shall be as under:
Serving Employees:
1. Departments and offices will call for options from employees to join voluntary CGEPHIS with or without existing CGHS/CS (MA) benefits.
2. Head of Department of the Administrative Ministry/Department would be the contact point for the Insurance Companies.
3. Enrolment forms giving details about self and family and authorization to the department for recovery of premium on a monthly basis would be consolidated by the Administrative Ministry / Department. The data of the beneficiary and dependent members to be covered along with 2 recent passport size photo and copy of enrolment form will be forwarded to Insurance Company on monthly basis.
4. Insurance Company will issue Smart Cards on the basis of information received of the beneficiaries for enrolment.
5. Such Smart Cards along with the enrollment kit shall be sent by the insurers directly to the insured persons at their respective mailing addresses at insurer’s cost within 7 days.
Insurance Premium:-
The beneficiary will have to pay an annual premium which will be determined after the formal introduction of the Scheme. It will vary according to the grade pay of the officer. The estimated annual premium for a standard family size will be in the range of Rs.8000 to Rs.12000 p.a. It is however proposed to be subsidized by the Government to a considerable extent.

SECRETARY DEPARTMENT OF POSTS HELD WORKSHOP ON MAILS - SPEED POST & INTERNATIONAL MAILS IN BANGALORE ON 29th & 30th December 2009
It was a work shop of high level officers in the Department of Posts consisting of some Postal Board Members - Chief Postmasters General and other officers
• Top 15 centers generating large volume of Mails, Speed Post and International Mails should be identified
• Major Inward TD sets to be headed by an ASRM.
• Registered Newspapers and periodicals to be concentrated in one mail office in one city
• Delivery hubs with exclusive delivery functions as in Bangalore to be expanded
• Beat sorting in Mail Offices to be undertaken
• 100% delivery of local Speed Post articles in D+1 norm and 100% delivery of Speed post articles booked at other 314 NSPCs within D+3 norms.
• Outsourced manpower at NSPCs to be requisitioned on the basis of a tender process from registered agencies

Minutes of the Workshop on Mails, Speed Post and International Mails held at Bangalore on 29th and 30th December, 2009
A workshop chaired by Secretary (Posts) on Mails, Speed Post and International Mails was held at Bangalore on 29th and 30th December, 2009. Chief Postmasters General, Postmasters General and Directors from 15 Circles participated in the workshop. The list of Participants is at Annexure-I.
The objectives of the workshop were outlined by Secretary (Posts) as under:-
• Revenue from Mail segment accounts for nearly half of the revenue of the Department of Post and therefore, commensurate attention and focus ought to given to improve mail processing, transmission and delivery throughout the country.
• Top 15 centres generating large volume of Mails, Speed Post and International Mails should be identified and an action plan with definite timelines should be drawn to show immediate results.
• International Mails has a lot of potential for revenue generation and therefore must be given full attention.
• All existing web applications in respect of Speed Post and International mails should be optimally utilized.
• Newly designated Directors (Mails & Speed Post), other Directors in-charge of Mails and Speed Post and Postmasters General attending the workshop are to make frequent visits to mails offices / Speed post Centres and Foreign Post offices and monitor mail processing, transmission and delivery on a day-to-day basis.
Mails
Focus Areas and action points identified in the workshop
1. First class inward TD mails to be concentrated and handled from one mail office in respect of 15 centres represented in the workshop.
(i) Some metro cities due to Logistics issues may require two such mail offices. In no case inward TD mails should be handled in more than two mail offices.
(ii) Such identified mail offices should exclusively handle inward TD mails and should not handle mails for rest of the circle.
(iii) To achieve this, all outward mail offices from 15 centres should close bags separately for inward TD in respect of other 14 centres.
2. Invitations / Greeting cards posted under 'Book Post' should be separated from second class mail e.g. Registered Newspapers / periodicals etc at the collection / sorting stage and handled as first class mail in the inward TD office.
(i) All outward mail offices at these 15 centres must sort invitation / greeting cards posted under 'Book Post' as first class mail and include them in the bags containing 1st class mails for despatch to other 14 centres.
(ii) Mails Division in the Directorate to issue necessary instructions in this regard.
(iii) Mails and PO Division to examine the issue of categorizing greetings and invitation cards as first class mail with postage paid as that of first class mail.
3. In order to ensure compliance of the conditions for availing concessional postage and for smooth processing of 1st class mail, acceptance of Registered Newspapers and periodicals to be concentrated in one mail office in one city.
(i) No post office to accept registered newspapers and periodicals. These instructions to be implemented from January, 2010.
(ii) Registered newspapers and periodicals to be accepted only in PIN Code wise pre-sorted bundles at the designated mail office.
(iii) PO Division in consultation with Mails Division in the Directorate to issue necessary instructions in the regard.
(iv) Database of all registered newspaper to be put on the web by all circles by 15th February, 2010. Mails Division to co-ordinate with PTC Mysore in the regard.
(v) PO Division in consultation with Mails Division in the Directorate to consider issue of instructions to give licenses to major printers as 'Mass Mailers'.
4. Major Inward TD sets to be headed by an ASRM.
(i) This is required to ensure effective Supervision, increase in productivity to the prescribed level and reduction in missent.
5. Consolidation of delivery Post offices / setting up of delivery hubs with exclusive delivery functions.
(i) The successful implementation of delivery hubs in Karnataka need to be replicated in other circles.
(ii) Karnataka circle to circulate the concept paper by 15th of January, 2010 to other participating circles under intimation to Mails Division of the Directorate.
6. Beat sorting in Mail Offices.
(i) Successful experimentation at Ghaziabad CSO and Jodhpur RMS need to be adopted elsewhere, PMG (BD & Tech) Jaipur and DPS Ghaziabad to circulate the concept papers to other participating circles under intimation to the Mails Division of the Directorate.
7. Consolidation of Mail Offices.
(i) The objective being optimum utilization of manpower and other resources, better and effective supervision, enhancing the quality of sorting and reducing the time taken for transmission of mail bags.
8. Reduction in Missent.
(i) Bulk mailers like LIC, SBI, UTI, BSNL and others to be targeted by curing their address database by correcting the PIN Codes.
(ii) HSAs / Supervisors to Sign the label of bags dispatched to post offices for delivery.
(iii) Directors / PMsG to work out a system of cross checking the quality of sorting both for bags despatched to post offices for delivery as well as for bags dispatched to other 14 centres.
9. All India Annual Sorting competition.
(i) To be held in June 2010.
(ii) Mails Division in the Directorate to work out the time frame for holding the competition on Divisional / Circle level and all India level by 31st January 2010.
10. Directorate to issue orders to link qualifying in sorting test for the purpose of confirmation / drawal of increment in the cadre of Sorting Assistants with reference to the recruitment rules for Postal / Sorting Assistants, 2002.
11. Posting of Test letters.
(i) Al Directors /PMsG /Chief PMsG to post at least one paid test letter in a month to each participating Directors / PMsG / Chief PMsG.
(ii) These test letters should be preserved and results analyzed and shared with all participating circles
(iii) Mails Division in the Directorate to design a web page by 31st January, 2010 for posting the results of these test letters.
12. PIN mapping of Post Offices with the parent inward mail office.
(i) Karnataka and UP Circles to send APMG/ AD (Mails) and SAS to the Directorate for a detailed discussion on the subject.
13. Training of Sorting Assistants.
(i) All participating circles to conduct five day on-the job training for Sorting Assistants based on the module developed by the Training Division.
(ii) A new two day training module to be developed by the Training Division for training on processing of inward TD mails
(iii) All Participating circles to indentify trainers and intimate names to DDG (Trg)

Focus Areas and action points identified in the workshop
1. All Speed post booking and delivery outlets in respect of the cities represented in the workshop to be computerized and facility of broadband provided.
2. 100% Speed post articles to be booked, dispatched and delivery through SpeedNet.
3. End-to-end routing charts and transmission for the other 314 national Speed post Centres to be prepared, published and supplied to the booking outlets and also put in the public domain.
(i) GM (Speed Post) to get a web page designed by 31st January, 2010 for facilitating circles in preparation of route charts.
4. Sorting diagram of all the sorting sets of the NSPCs to be prepared and put to use as discussed in the workshop.
5. 100% delivery of local Speed Post articles in D+1 norm.
6. 100% delivery of Speed post articles booked at other 314 NSPCs within D+3 norms.
7. DDG (Trg), GM (Speed Post) and Director PTC Mysore to organize training for Speed Post managers on SpeedNet and Sorting of speed Post on the proposed revised sorting diagram by 31st January, 2010.
8. Outsourced manpower at NSPCs to be requisitioned on the basis of a tender process from registered agencies and payment made on the basis of per article handled /per transaction completed as the case may be.
9. BD&M Directorate in consultation with PTC Mysore to examine the feasibility of designating outsourced agents as BNPL customers so as to enable them to upload Speed Post data from their premises by 31st January, 2010.
10. BD&M Directorate to take up with MEA to make it compulsory to obtain PIN Code information from passport applicants by 31st January, 2010. (Point raised by CPMG Kerala)
11. Tamil Nadu circle to submit statistics for the last 3 month in respect of such Speed Post articles which qualified for volumetric weight calculation by 31st January, 2010.

Minutes of the Workshop on Mails, Speed Post and International Mails held at Bangalore on 29th and 30th December, 2009
A workshop chaired by Secretary (Posts) on Mails, Speed Post and International Mails was held at Bangalore on 29th and 30th December, 2009. Chief Postmasters General, Postmasters General and Directors from 15 Circles participated in the workshop. The list of Participants is at Annexure-I.
The objectives of the workshop were outlined by Secretary (Posts) as under:-
• Revenue from Mail segment accounts for nearly half of the revenue of the Department of Post and therefore, commensurate attention and focus ought to given to improve mail processing, transmission and delivery throughout the country.
• Top 15 centres generating large volume of Mails, Speed Post and International Mails should be identified and an action plan with definite timelines should be drawn to show immediate results.
• International Mails has a lot of potential for revenue generation and therefore must be given full attention.
• All existing web applications in respect of Speed Post and International mails should be optimally utilized.
• Newly designated Directors (Mails & Speed Post), other Directors in-charge of Mails and Speed Post and Postmasters General attending the workshop are to make frequent visits to mails offices / Speed post Centres and Foreign Post offices and monitor mail processing, transmission and delivery on a day-to-day basis.

Focus Areas and action points identified in the workshop
1. First class inward TD mails to be concentrated and handled from one mail office in respect of 15 centres represented in the workshop.
(i) Some metro cities due to Logistics issues may require two such mail offices. In no case inward TD mails should be handled in more than two mail offices.
(ii) Such identified mail offices should exclusively handle inward TD mails and should not handle mails for rest of the circle.
(iii) To achieve this, all outward mail offices from 15 centres should close bags separately for inward TD in respect of other 14 centres.
2. Invitations / Greeting cards posted under 'Book Post' should be separated from second class mail e.g. Registered Newspapers / periodicals etc at the collection / sorting stage and handled as first class mail in the inward TD office.
(i) All outward mail offices at these 15 centres must sort invitation / greeting cards posted under 'Book Post' as first class mail and include them in the bags containing 1st class mails for despatch to other 14 centres.
(ii) Mails Division in the Directorate to issue necessary instructions in this regard.
(iii) Mails and PO Division to examine the issue of categorizing greetings and invitation cards as first class mail with postage paid as that of first class mail.
3. In order to ensure compliance of the conditions for availing concessional postage and for smooth processing of 1st class mail, acceptance of Registered Newspapers and periodicals to be concentrated in one mail office in one city.
(i) No post office to accept registered newspapers and periodicals. These instructions to be implemented from January, 2010.
(ii) Registered newspapers and periodicals to be accepted only in PIN Code wise pre-sorted bundles at the designated mail office.
(iii) PO Division in consultation with Mails Division in the Directorate to issue necessary instructions in the regard.
(iv) Database of all registered newspaper to be put on the web by all circles by 15th February, 2010. Mails Division to co-ordinate with PTC Mysore in the regard.
(v) PO Division in consultation with Mails Division in the Directorate to consider issue of instructions to give licenses to major printers as 'Mass Mailers'.
4. Major Inward TD sets to be headed by an ASRM.
(i) This is required to ensure effective Supervision, increase in productivity to the prescribed level and reduction in missent.
5. Consolidation of delivery Post offices / setting up of delivery hubs with exclusive delivery functions.
(i) The successful implementation of delivery hubs in Karnataka need to be replicated in other circles.
(ii) Karnataka circle to circulate the concept paper by 15th of January, 2010 to other participating circles under intimation to Mails Division of the Directorate.
6. Beat sorting in Mail Offices.
(i) Successful experimentation at Ghaziabad CSO and Jodhpur RMS need to be adopted elsewhere, PMG (BD & Tech) Jaipur and DPS Ghaziabad to circulate the concept papers to other participating circles under intimation to the Mails Division of the Directorate.
7. Consolidation of Mail Offices.
(i) The objective being optimum utilization of manpower and other resources, better and effective supervision, enhancing the quality of sorting and reducing the time taken for transmission of mail bags.
8. Reduction in Missent.
(i) Bulk mailers like LIC, SBI, UTI, BSNL and others to be targeted by curing their address database by correcting the PIN Codes.
(ii) HSAs / Supervisors to Sign the label of bags dispatched to post offices for delivery.
(iii) Directors / PMsG to work out a system of cross checking the quality of sorting both for bags despatched to post offices for delivery as well as for bags dispatched to other 14 centres.
9. All India Annual Sorting competition.
(i) To be held in June 2010.
(ii) Mails Division in the Directorate to work out the time frame for holding the competition on Divisional / Circle level and all India level by 31st January 2010.
10. Directorate to issue orders to link qualifying in sorting test for the purpose of confirmation / drawal of increment in the cadre of Sorting Assistants with reference to the recruitment rules for Postal / Sorting Assistants, 2002.
11. Posting of Test letters.
(i) Al Directors /PMsG /Chief PMsG to post at least one paid test letter in a month to each participating Directors / PMsG / Chief PMsG.
(ii) These test letters should be preserved and results analyzed and shared with all participating circles
(iii) Mails Division in the Directorate to design a web page by 31st January, 2010 for posting the results of these test letters.
12. PIN mapping of Post Offices with the parent inward mail office.
(i) Karnataka and UP Circles to send APMG/ AD (Mails) and SAS to the Directorate for a detailed discussion on the subject.
13. Training of Sorting Assistants.
(i) All participating circles to conduct five day on-the job training for Sorting Assistants based on the module developed by the Training Division.
(ii) A new two day training module to be developed by the Training Division for training on processing of inward TD mails
(iii) All Participating circles to indentify trainers and intimate names to DDG (Trg)

Focus Areas and action points identified in the workshop
1. All Speed post booking and delivery outlets in respect of the cities represented in the workshop to be computerized and facility of broadband provided.
2. 100% Speed post articles to be booked, dispatched and delivery through SpeedNet.
3. End-to-end routing charts and transmission for the other 314 national Speed post Centres to be prepared, published and supplied to the booking outlets and also put in the public domain.
(i) GM (Speed Post) to get a web page designed by 31st January, 2010 for facilitating circles in preparation of route charts.
4. Sorting diagram of all the sorting sets of the NSPCs to be prepared and put to use as discussed in the workshop.
5. 100% delivery of local Speed Post articles in D+1 norm.
6. 100% delivery of Speed post articles booked at other 314 NSPCs within D+3 norms.
7. DDG (Trg), GM (Speed Post) and Director PTC Mysore to organize training for Speed Post managers on SpeedNet and Sorting of speed Post on the proposed revised sorting diagram by 31st January, 2010.
8. Outsourced manpower at NSPCs to be requisitioned on the basis of a tender process from registered agencies and payment made on the basis of per article handled /per transaction completed as the case may be.
9. BD&M Directorate in consultation with PTC Mysore to examine the feasibility of designating outsourced agents as BNPL customers so as to enable them to upload Speed Post data from their premises by 31st January, 2010.
10. BD&M Directorate to take up with MEA to make it compulsory to obtain PIN Code information from passport applicants by 31st January, 2010. (Point raised by CPMG Kerala)
11. Tamil Nadu circle to submit statistics for the last 3 month in respect of such Speed Post articles which qualified for volumetric weight calculation by 31st January, 2010.
