In the Open session of All India Association of Inspectors & ASPs, Selvi Radika Doraiswamy, Secretary, Department of Posts assured to re submit the proposal of upward revision of Grade pay in respect of Inspectors , ASPs, and Supdt for Rs 4600, 4800, 5400 respectively with full justification to the Minsitry of Finanace. Further she informed the need for proper justification to monitor the proposal at Finance Ministry.

2nd National anomoly committee meeting - fate of one time incerment etc
Preponement of one time increment
The 2nd meeting of the National Anomaly Committee was held 27.03.2010 under the Chairmanship of the Secretary Personnel. The Confederation was represented by Com.Vyas, President and Com. K.K.N. Kutty, Secretary General.
Item No. 5(v) Rule 9 Date of next increment. The preponement of increment in the case of those employees whose increment dates falls between 2.01.2006 to 1.6.2006 in the pre- revised scale of pay as has been done in the case of persons whose increment date was on 1st January, 2006 would be considered further and decision taken before next meeting as a one time measure
The Chairman, said that:
(a) Joint Committee may be set up for discussing the MACP related issues
(b) Reiterated his request that all problems and difficulties faced by the employees in implementation of the 6th CPC may be brought to the notice of the Department of Personnel and these could be addressed and placed on website of the Department, so that it could obviate reference to various nodal departments of the Government. The employees could be given the clarification on these issues.

Subject:- Payment of Dearness Allowance to Central Government
Employees - Revised Rates effective from 1.1.2010.
The undersigned is directed to refer to this Ministry's Office Memorandum No.1(6)/2009-E-II(B)dated 18th September, 2009 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 27% to 35% with effect from 1st January, 2010.
2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. The payment of arrears of Dearness Allowance for the month of January and February, 2010 shall not be made before the date of disbursement of salary for March, 2010.
5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.

Postal Directorate vide its letter No.A-34013/1/2008-DE dated 22.03.2010 has communicated the recast list of successful candidates of PS Gr. B Exam 2003-2006 held on 16-17 February 2008 in accordance with CAT, Chandigarh Bench Order dated 01.10.2008 in MA No.562/2008 arising out OA No.35/HP/2008. The recast list is subject to outcome of Apex Court's judgement in the case of UOI and another versus Sri K Perumal and others.
As per the recast list Sri Rahul with Roll No.UP/IP-89 is declared successful.

All the relevant papers regarding CAT Case have been handed over to the Advocate on 21.03.2010 and the issues discussed. Draft for CAT Case will be ready by next week. The details of the discussion are as follows :
As per the Advocate view, if we claim that Inspector Posts also comes under preview of the MOF OM F.No. 1/1/2008-IC dated 13.11.09, our case may be weak, as in that OM, it is clearly stated that higher Grade Pay of Rs.4600 is given to those Posts, which were having Pre-revised pay scale of Rs.6500-10500. It is the fact that Pay scale of Inspector Posts was Revised to Rs.6500 -10500 w.e.f 01.01.2006 and corresponding Grade pay was given. We can demand for the parity and ask for separate OM for Inspector Posts for higher grade pay as done for Assistants (CSS), as we are also coming through the same competitive examination, on the grounds that :
The 4th pay commission had recommended higher pay scale for inspectors only after introduction of direct recruitment. Higher pay scale could not be given to the Inspector Posts at that time, as the recommendation for Direct recruitment was not implemented by the Dept. of Posts (Para 10.44 ).
In the V CPC, the Dept. agreed for Direct recruitment at the level of Inspectors and hence the pay parity with Inspectors and analogous post in CBDT / CBEC were given and accordingly, the Pay scale of Inspector Posts was upgraded from Rs.1400 – 2600 to Rs.1640 – 2490 and corresponding new pay scale of Rs.5500 – 9000 was given w.e.f 01.01.1996. (Para 62.9). Dept. of Posts accordingly amended the Recruitment Rules for Inspector Posts in 2001.
It was the Finance Ministry, who disturbed the parity in April,2004 and in Nov,2009 and no action was taken by the Dept. also to set right the discrepancies. In no way, Inspector Posts can be treated lower in comparison with Inspectors in CBDT / CBEC. Historical Pay parity should be maintained and the discrepancy aroused should be settled immediately.
Request : The Advocate has asked the payment early. All those who have not given their contribution amount, are requested to remit the amount (Rupees one thousand) early to the SBI A/c No. 31074715151 , opened at Kaloor Branch – 8621, Ernakulam, Kerala, in the name of Sri Chandrakanta Paladhi.
